#FactCheck-Viral Video of Assam MLA Assaulting Man Misleadingly Shared as BJP MLA
Executive Summary
A video is being shared on social media with the claim that a BJP MLA assaulted a man during a bridge inauguration ceremony in Assam. In the viral clip, a man is seen grabbing a young man and slapping him amid a crowd. He is then seen uprooting a banana plant and attacking the same man with it. A research done by the Research Wing of the CyberPeace found the claim accompanying the viral video to be misleading. The research revealed that the man seen assaulting the youth is not a BJP MLA, but former AIUDF MLA Samsul Huda. The video is being shared on social media with his identity falsely described as that of a BJP MLA.
Claim:
A Facebook user shared the viral video with the caption: “The arrogance of BJP leaders is at its peak, which means their end is now certain. He is a BJP MLA from Assam. When the inauguration ribbon turned pink instead of red, he lost his temper and started beating the person.” The post further stated: “If this mistake is considered a crime, then these MLAs should be beaten every day in the streets and neighbourhoods because they commit much bigger mistakes.”

Factcheck
To verify the authenticity of the viral claim, the Desk first extracted keyframes from the video and conducted a reverse image search using Google Lens. During the search, the Desk found the same video on the official YouTube channel of Northeast Live, which was uploaded on March 18, 2025. The link to the post and a screenshot are provided below.

According to the video report, former AIUDF MLA from Bilasipara East, Samsul Huda, lost his temper over an issue while attending the foundation stone-laying ceremony of a bridge in Bilasipara, Assam. During the incident, he assaulted an employee of the construction company who was standing nearby. As the research progressed, the Desk found a report published by India Today NE on March 20, 2025, which carried the same visuals from the viral video. The link to the report and a screenshot are provided below.
According to the report, former AIUDF MLA from Bilasipara East in Assam’s Dhubri district, Samsul Huda, had attended a bridge foundation stone-laying ceremony, where he assaulted an employee of the construction company.
Conclusion

Introduction
Pagers were commonly utilized in the late 1990s and early 2000s, especially in fields that needed fast, reliable communication and swift alerts and information sharing. Pagers typically offer a broader coverage range, particularly in remote areas with limited cellular signals, which enhances their dependability. They are simple electronic devices with minimal features, making them easy to use and less prone to technical issues. The decline in their use has been caused by the rise of mobile phones and their extensive features, offering more advanced communication options like voice calls, text messages, and internet access. Despite this, pagers are still used in some specific industries.
A shocking incident occurred on 17th September 2014, where thousands of pager devices exploded within seconds across Lebanon in a synchronized attack, targeting the US-designated terror group Hezbollah. The explosions killed at least 9 and injured over 2,800 individuals in the country that has been caught up in the Israel-Palestine tensions in its backyard.
The Pager Bombs Incident
On Tuesday, 17th September 2024, hundreds of pagers carried by Hezbollah members in Lebanon exploded in an unprecedented attack, surpassing a series of covert assassinations and cyber-attacks in the region over recent years. The Iran-backed militant group claimed the wireless devices began to explode around 3:30 p.m., local time, in a targeted attack on Hezbollah operatives. The pagers that exploded were new and had been purchased by Hezbollah in recent months. Experts say the explosions underscore Hezbollah's vulnerability as its communication network was compromised to deadly effect. Several areas of the country were affected, particularly Beirut's southern suburbs, a populous area that is a known Hezbollah stronghold. At least 9 people were killed, including a child, and about 2,800 people were wounded, overwhelming Lebanese hospitals.
Second Wave of Attack
As per the most recent reports, the next day, following the pager bombing incident, a second wave of blasts hit Beirut and multiple parts of Lebanon. Certain wireless devices such as walkie-talkies, solar equipment, and car batteries exploded, resulting in at least 9 people killed and 300 injured, according to the Lebanese Health Ministry. The attack is said to have embarrassed Hezbollah, incapacitated many of its members, and raised fears about a greater escalation of hostilities between the Iran-backed Lebanese armed group and Israel.
A New Kind of Threat - ‘Cyber-Physical’ Attacks
The incident raises serious concerns about physical tampering with daily-use electronic devices and the possibility of triggering a new age of warfare. This highlights the serious physical threat posed, wherein even devices such as smartwatches, earbuds, and pacemakers could be vulnerable to physical tampering if an attacker gains physical access to them. We are potentially looking at a new age of ‘cyber-physical’ threats where the boundaries between the digital and the physical are blurring rapidly. It raises questions about unauthorised access and manipulation targeting the physical security of such electronic devices. There is a cause for concern regarding the global supply chain across sectors, if even seemingly-innocuous devices can be weaponised to such devastating effect. Such kinds of attacks are capable of causing significant disruption and casualties, as demonstrated by pager bombings in Lebanon, which resulted in numerous deaths and injuries. It also raises questions on the regulatory mechanism and oversights checks at every stage of the electronic device lifecycle, from component manufacturing to the final assembly and shipment or supply. This is a grave issue because embedding explosives and doing malicious modifications by adversaries can turn such electronic devices into weapons.
CyberPeace Outlook
The pager bombing attack demonstrates a new era of threats in warfare tactics, revealing the advanced coordination and technical capabilities of adversaries where they have weaponised the daily use of electronic devices. They have targeted the hardware security of electronic devices, presenting a serious new threat to hardware security. The threat is grave, and has understandably raised widespread apprehension globally. Such kind of gross weaponisation of daily-use devices, specially in the conflict context, also triggers concerns about the violation of International Humanitarian Law principles. It also raises serious questions on the liabilities of companies, suppliers and manufacturers of such devices, who are subject to regulatory checks and ensuring the authenticity of their products.
The incident highlights the need for a more robust regulatory landscape, with stricter supply chain regulations as we adjust to the realities of a possible new era of weaponisation and conflict expression. CyberPeace recommends the incorporation of stringent tracking and vetting processes in product supply chains, along with the strengthening of international cooperation mechanisms to ensure compliance with protocols regarding the responsible use of technology. These will go a long way towards establishing peace in the global cyberspace and restore trust and safety with regards to everyday technologies.

A viral post on X (formerly Twitter) gained much attention, creating a false narrative of recent damage caused by the earthquake in Tibet. Our findings confirmed that the clip was not filmed in Tibet, instead it came from an earthquake that occurred in Japan in the past. The origin of the claim is traced in this report. More to this, analysis and verified findings regarding the evidence have been put in place for further clarification of the misinformation around the video.
Claim:
The viral video shows collapsed infrastructure and significant destruction, with the caption or claims suggesting it is evidence of a recent earthquake in Tibet. Similar claims can be found here and here
Fact Check:
The widely circulated clip, initially claimed to depict the aftermath of the most recent earthquake in Tibet, has been rigorously analyzed and proven to be misattributed. A reverse image search based on the Keyframes of the claimed video revealed that the footage originated from a devastating earthquake in Japan in the past. According to an article published by a Japanese news website, the incident occurred in February 2024. The video was authenticated by news agencies, as it accurately depicted the scenes of destruction reported during that event.
Moreover, the same video was already uploaded on a YouTube channel, which proves that the video was not recent. The architecture, the signboards written in Japanese script, and the vehicles appearing in the video also prove that the footage belongs to Japan, not Tibet. The video shows news from Japan that occurred in the past, proving the video was shared with different context to spread false information.

Conclusion:
The video viral about the earthquake recently experienced by Tibet is, therefore, wrong as it appears to be old footage from Japan, a previous earthquake experienced by this nation. Thus, the need for information verification, such that doing this helps the spreading of true information to avoid giving false data.

Introduction
In the new age of technologies the internet and social media continue to witness a surge in deepfake videos a technological phenomenon that blurs the line between reality and fiction. The string of deepfake videos of Bollywood actors and other famous personalities has raised serious concerns. While Prime Minister Narendra Modi spoke against the risks of artificial intelligence at the G20 Virtual Summit. The central government has recently announced that it will soon set up dedicated regulations to tackle this Menace. This will include holding social media platforms and creators responsible for their actions against the rules and regulations. Very often most people shy away from initiating a legal process or taking action while being victims of misuse of fast-paced tech but the government has announced its big support to the victims and promised to stand by complaints against deepfake videos especially this includes helping individuals to report the incidents and any violations by platforms.
Social media platforms to realign their policies as per the Indian laws
The Ministry of Electronics and Information Technology (MeitY) announced on 24th November 2023 that it will be giving social media platforms seven days time period to align their terms of service and other policies with Indian laws and regulations in order to address the issue of hosting of deepfakes on these platforms. All platforms must align and transform their terms of use with their users to be consistent with the 12 areas that are prohibited under rule 3(1)(b) of the Information Technology (IT) Rules, 2021.
The platforms will ensure harmonization and alignment of their terms & policies so that every user on every platform is aware that when they use a platform the platform intends to be a safe and trusted platform and the platform will not tolerate these 12 types of content or information that have been prohibited under the IT Act and the IT rules. The government approach is to collectively advocate for responsible and safe use of the Internet. The government has taken a proactive step in partnership with these social media platforms to ensure an era where such platforms will be a lot more responsible and a lot more responsive to the expectations under the law and more compliant.
Officer to be appointed under rule 7
As Deepfake Videos continue to surface on social media, the Government has geared up to curb such content online. Mr. Rajeev Chandrasekhar Minister of State, (Meity), stated that the government will soon appoint an officer to take appropriate action against deepfake videos. This statement came after the government meeting with industry stakeholders and important players held on 24 Nov 2023. He added that Meity and the government of India will nominate an officer under rule 7 (IT rules 2021) and will ensure full compliance expectations from all the platforms. An officer appointed under Rule 7, will be entrusted with building a mechanism where users can put in their complaints regarding deepfakes and MeitY may also assist such aggrieved users with filing FIRs in such cases. Mr. Rajeev Chandrasekhar, Minister of State, (Meity) also added that we will also be creating a platform where it will be very easy for netizens to bring to the attention of the government of India and notices of allegations or reports of violation of law by the platforms and the rule 7 officer will take that digital platform information and respond accordingly.
The Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 (updated as on 6.4.2023)
Rule 3(1)(b) states that intermediaries shall inform its rules and regulations, privacy policy and user agreement to the user and shall make reasonable efforts to ‘restrict’ the users from hosting, displaying, uploading, modifying, publishing, transmitting, store, update or sharing any information that is prohibited under this rule which also includes deepfake, misinformation, CSAM(Child sexual abusive material) etc. As per rule 3(2)(b) Intermediaries shall remove or disable access within 24 hours of receipt of complaints of contents that expose the private areas of individuals, show such individuals in full or partial nudity or in a sexual act or is in the nature of impersonation including morphed images etc.
Ongoing Efforts Ahead of Crucial Meeting with Tech Giants
Ahead of the government meeting with online platforms such as Google, Facebook, and YouTube on Friday, 24th November 2023, Mr. Rajeev Chandrasekhar Minister of State, (Meity) added that way back from October 2022 the government of India had been alerting them to the threat of misinformation and deepfakes which are part of misinformation. He further added that the current IT rules under the IT Act provide for adequate compliance requirements on their part to deal with deepfake.
Deepfake Misinformation
Misinformation powered by AI becoming an even more potent force to disrupt and to mislead and to create chaos and confusion at a scale and of a type that is deeply detrimental. Deepfakes in a very simple basic way is misinformation which is powered by or enhanced by AI. Video-based deepfake misinformation is more dangerous since it has a greater reach as video consumption today is the preferred choice by users on the internet.
Way forward
The Honorable Prime Minister has raised the issue that deep fakes are deeply disruptive they can create divisions and all kinds of disruptions in communities, in families and therefore misuse of deepfake technology is a very clear present danger to the safe and trusted internet.
The Government is on its way to draft a dedicated legislation dedicated to tackling deepfakes.
Even as we speak to a future regulation and a future law which is certainly required given that our IT Act is 23 years old. However current IT rules provide for compliance requirements by the platforms on misinformation patently false information and deepfakes. Followed by the recent government advisory on misinformation and deepfake.

The government is now in the process of starting to look very seriously into this issue and also issued guidelines for intermediaries and in a finite period of time it is hoped that the threat of deep fakes would actually no longer exist in in our system. The government made it clear that apart from people spreading deepfake videos, the platforms making them spread and not taking action will also be liable they are currently liable and will be even more so in future after new rules and regulations are brought in.
