Executive Summary
A video showing a massive explosion and fire at what appears to be a gas facility is being widely circulated on social media. In the footage, huge flames and thick smoke can be seen rising from the site, while workers and security personnel are seen running around in panic.
The video is being shared with the claim that it shows an attack on the South Pars natural gas field in Iran’s Bushehr province.
CyberPeace Research Wing’s research found the viral claim to be false. The research revealed that the video is not from a real incident but was created using Artificial Intelligence (AI) and is being circulated with a false narrative.
Claim
The viral video is being shared on social media with the claim that it shows an attack on energy facilities at the South Pars natural gas field in Iran’s Bushehr province.

Fact Check
To verify the claim, we extracted multiple keyframes from the viral video and conducted a reverse image search using Google Lens. During the search, we did not find any credible news report or reliable source confirming that the video was related to any attack on Iran’s South Pars gas field.
In the next step of the research, we analysed the video using the AI detection tool Deepfake-O-Meter. The tool’s results indicated that the viral video was approximately 100% likely to be AI-generated.


For further verification, we also checked the video using another AI detection tool, DetectVideo AI. The analysis showed that the video had a 64% probability of being AI-generated.

Conclusion
Our research found that the viral claim is false. The video does not show any real attack on Iran’s South Pars natural gas field. The footage was found to be AI-generated and is being shared on social media with a misleading claim.

What is the Risk Created by AI-driven Collusion?
AI uses predictive algorithms, and therefore, they could lead to aiding cartelisation by automating collusive behaviour. AI-driven collusion could be through:

- The lack of human oversight in algorithm-induced decision-making leads to tacit collusion (competitors coordinate their actions without explicitly communicating or agreeing to do so).
AI has been raising antitrust concerns and the most recent example is the partnership between Microsoft and OpenAI, which has raised concerns among other national competition authorities regarding potential competition law issues. While it is expected that the partnership will potentially accelerate innovation, it also raises concerns about potential anticompetitive effects such as market foreclosure or the creation of barriers to entry for competitors and, therefore, has been under consideration in the German and UK courts. The problem here is in detecting and proving whether collusion is taking place.

The uncertainties induced by AI regarding its effects on competition create the need for algorithmic transparency and accountability in mitigating the risks of AI-driven collusion. It leads to the need to build and create regulatory frameworks that mandate the disclosure of algorithmic methodologies and establish a set of clear guidelines for the development of AI and its deployment. These frameworks or guidelines should encourage an environment of collaboration between competition watchdogs and AI experts.
The global best practices and emerging trends in AI regulation already include respect for human rights, sustainability, transparency and strong risk management. The EU AI Act could serve as a model for other jurisdictions, as it outlines measures to ensure accountability and mitigate risks. The key goal is to tailor AI regulations to address perceived risks while incorporating core values such as privacy, non-discrimination, transparency, and security.
Promoting Innovation Without Stifling Competition
Policymakers need to ensure that they balance regulatory measures with innovation scope and that the two priorities do not hinder each other.

- Businesses can be provided incentives such as recognition through certifications, grants or benefits in acknowledgement of adopting ethical AI practices.
- Launch studies such as the CCI’s market study to study the impact of AI on competition. This can lead to the creation of a driving force for sustainable growth with technological advancements.

We must promote a multi-stakeholder approach that enhances regulatory oversight, and incentivising ethical AI practices. This is needed to strike a delicate balance that safeguards competition and drives sustainable growth. The lawmakers and policymakers engaged in the drafting of the frameworks need to ensure that they are adaptive to change and foster innovation. Some users claim the video shows an incident inside Israel’s parliament, the Knesset.
In another video, a similar scene is being shared with the claim that a Member of Parliament assaulted Israeli Prime Minister Benjamin Netanyahu. However, a research by the CyberPeace found both claims to be false. The videos are old and unrelated to Israel.
Claim
An Instagram user shared one of the videos claiming it shows an attack inside the Israeli parliament.Another user shared a similar clip alleging that an MP assaulted Prime Minister Netanyahu.


Fact Check
First Video
We extracted keyframes from the first viral clip and conducted a reverse image search. The footage was found on the YouTube channel of AFP News Agency, uploaded on April 15, 2024. According to the report, the video shows a scuffle inside the parliament of Georgia. The clash broke out after the government reintroduced a controversial bill, during which an opposition leader punched a ruling party MP, triggering chaos in the chamber.

The same incident was also reported by BBC on April 16, 2024, confirming that the video is from Georgia and not Israel.

Second Video
The second video has also circulated earlier with similar claims. Verification shows that it dates back to January 2013 and is from Bulgaria. Footage uploaded by the YouTube channel “On Demand News” on January 19, 2013 shows an attack on Bulgarian political leader Ahmed Dogan, when a man pointed a gun at him before being overpowered by security personnel.

Conclusion
The viral claims are false and misleading. Neither of the videos is related to Israel. The first clip is from Georgia’s parliament in April 2024, while the second dates back to a 2013 incident in Bulgaria. Both videos have been taken out of context and falsely linked to Israel and Prime Minister Benjamin Netanyahu to mislead viewers.
There is no evidence of any such attack in Israel’s parliament or on its prime minister as claimed. Users are advised to verify information before sharing such content, especially during sensitive geopolitical situations.
