#FactCheck- Old Ukraine War Video Falsely Shared as Iran Attack on Tel Aviv
Executive Summary
Amid renewed military tensions between Iran and Israel in West Asia, a video is widely circulating on social media showing a multi-storey building being struck, followed by a massive explosion and fire. Several users are sharing this clip with the claim that it shows a recent Iranian attack on Tel Aviv, Israel. However, CyberPeace Research Wing research found that the claim is misleading. The viral video has no connection to the current Iran–Israel conflict. It is actually from a Russian drone strike in Ukraine that took place in September 2025, and is now being falsely linked to the ongoing tensions in West Asia.

An Instagram user shared the viral video with the caption:“Iran–Israel tensions at peak, reports of retaliatory action towards Tel Aviv… New wave of Iranian response towards Tel Aviv amid escalating tensions between Iran and Israel. The situation in the region continues to intensify as both sides accuse each other, while the international community closely monitors developments. The Middle East situation is rapidly evolving and updates are emerging. It is important to rely only on official information and credible sources.”

Fact Check
To verify the authenticity of the video, we extracted keyframes and conducted a Google Lens reverse image search. The same footage was found in a report published by The Guardian on 16 September 2025.
According to the report, the video shows a Russian drone strike on a building in Kharkiv, Ukraine, in which three men and one woman were injured.
Further verification through keyword search led us to the same footage on the official YouTube channel of Associated Press, published on 17 September 2025.

The Associated Press also confirmed that the video shows a Russian drone strike on a building in Kharkiv, Ukraine.
Conclusion
Our research found that the viral video has no connection to the ongoing Iran–Israel tensions or any attack on Tel Aviv. The footage is from a Russian drone strike in Kharkiv, Ukraine (September 2025), and is being misleadingly shared in the context of the West Asia conflict.

Fact Check:
When we received the news, we first did some relevant keyword searches regarding the news. We found a Facebook Video by ABP News titled Viral Sach: ‘Govt to impose 18% GST on sending good morning messages on WhatsApp?’
We have watched the full video and found out that the News is 6 years old. The Research Wing of CyberPeace Foundation also found the full version of the widely shared ABP News clip on its website, dated March 20, 2018. The video showed a newspaper clipping from Navbharat Times, published on March 2, 2018, which had a humorous article with the saying "Bura na mano, Holi hain." The recent viral image is a cutout image from ABP News that dates back to the year 2018.
Hence, the recent image that is spreading widely is Fake and Misleading.
Conclusion:
The viral message claiming that the government will impose GST (Goods and Services Tax) on "Good morning" messages is completely fake. The newspaper clipping used in the message is from an old comic article published by Navbharat Times, while the clip and image from ABP News have been taken out of context to spread false information.

It is being claimed that protesters in Jammu & Kashmir stopped Indian Army personnel from entering Nagrota, indicating growing public opposition against the forces. Research by CyberPeace Research Wing found that the claim is misleading. The viral video is unrelated to any protest against the Indian Army.

A user posted the video on X, claiming: “The days of Indian military occupation are numbered; people of Jammu & Kashmir have risen against India. Protesters stopped the Indian Army from entering Nagrota.”

Fact Check
During the research, the CyberPeace Research Wing team found no evidence of any such incident where civilians blocked or opposed the Indian Army in Nagrota. Further probe led to a post by an X user “Defence News Of INDIA,” which contained the full version of the viral video. The accompanying information clarified that the protest took place in Dansal’s Badsu Panchayat area of Nagrota and was led by BJP MLA Devayani Rana.
The protest was organized against the Public Health Engineering (PHE) Department over severe water shortage issues in the region. Locals, along with the MLA, staged a sit-in to highlight the lack of water supply.
We also found multiple media reports, including from KBC News – Kashmir and Jammu Links News, confirming that Devayani Rana led a road blockade protest in her constituency over water scarcity and accused the Jal Shakti Department of negligence and administrative failure. Additionally, videos of the same protest were available on social media platforms, including live streams shared from Devayani Rana’s official pages.
Conclusion
Our research confirms that the viral claim is false and misleading. The video does not show any protest against the Indian Army. It is actually from a demonstration led by Devayani Rana and local residents over water shortage issues in Nagrota.

India currently faces a crucial moment because its digital system experiences rapid growth while cyber criminals take advantage of this development to increase their fraudulent activities. The Department of Telecommunications (DoT) has implemented a new regulatory requirement that mandates all messaging and communication platforms to use SIM-binding technology as their primary security measure. The new rule, which starts on 1st March 2026, requires WhatsApp, Telegram, Signal and other similar applications to operate only when users have their registered SIM card present in their device. The telecom identifier restriction aims to prevent unauthorised access, but it creates significant privacy concerns, together with issues of proportionality and platform governance.
Understanding the SIM-Binding Directive
SIM-binding establishes direct links between communication platform accounts and the SIM cards used for registration. The application will stop working when users take out their SIM card, turn it off, or get a new SIM card. Users must re-authenticate their sessions through the main device because web-based sessions, including WhatsApp Web, will automatically log out after six hours of use.
The Telecommunications Act, 2023 and Telecom Cyber Security Rules serve as the base legal authority for this directive. The regulation requires Telecommunication Identity User Entities (TIUEs), which identify users through mobile numbers, to maintain service access based on verified telecommunications credentials.
Rationale: Addressing Cyber Fraud and Misuse
The policy exists because cyber fraud activities have reached a point where they require a more powerful response. Authorities have stated that messaging applications maintain their operational capacity even after users remove their SIM cards, which allows international scammers to use Indian phone numbers for their fraudulent activities. SIM-binding aims to:
- Restore traceability by linking active accounts to verified SIM-based identities.
- Reduce remote access abuse, which includes both account takeovers and impersonation scams.
- Stop fraudulent activities that require physical device access through the creation of permanent sessions.
- Build a system of accountability that extends throughout the telecommunications industry.
The government introduced this measure as an appropriate solution to deal with systemic vulnerabilities because reported cyber fraud losses in 2024 reached more than ₹22,800 crore.

The existing tension demonstrates how governments face difficulties because they must protect national security while managing international platform operations and legal systems. The situation requires multiple stakeholders to work together because governments, industry, and civil society need to design policies through their collective input.

- Global Interoperability Dialogue: India should engage with global stakeholders to ensure that such measures do not fragment the digital ecosystem.

The SIM-binding directive establishes India’s defence against cyber threats by solving a specific problem that exists in digital identity verification.
