Workshop Overview
The CyberPeace First Responders Workshop for 1930 Cybercrime Helpline Operators was organised by CyberPeace in collaboration with Rajasthan Police at Rajasthan Police Headquarters, Jaipur, as a two-day program held on 20th and 21st December 2025.
Background
Rajasthan Police consistently demonstrated its commitment to building a secure and responsive digital enforcement ecosystem. With cyber-enabled offences rising across financial fraud, impersonation, extortion, harassment, and psychological manipulation, the 1930 Cybercrime Helpline had become a critical public-facing unit. Citizens who approached the helpline often did so during moments of distress, uncertainty, or emotional vulnerability. The quality of the first response they received influenced the recovery of financial losses, the prevention of further harm, and the reassurance provided to victims.
In this context, Rajasthan Police recognised the urgent need to further strengthen the professional capacities of its frontline operators. CyberPeace, with its globally recognised expertise in cyber safety, cyber crisis response, behavioural training, and national-scale capacity building, served as an ideal knowledge partner for this mission. The collaboration between Rajasthan Police and CyberPeace reflected a shared commitment to public safety, digital trust, and high standards of victim support.
Introduction
The CyberPeace First Responders Workshop was designed as an intensive learning program that equipped 1930 helpline operators and other police professionals with advanced communication abilities, technical understanding of cybercrime patterns, and resilient behavioural skills. It combined theoretical knowledge with real-world simulations and guided role-play scenarios. The program reinforced the collaborative approach of Rajasthan Police and CyberPeace in creating a modern and citizen-centric cyber response framework.
Purpose
The purpose of the workshop was to elevate the preparedness of 1930 operators, enabling them to function as confident and empathetic cyber first responders. The program focused on enhancing their capability to identify fraud typologies, guide distressed callers, document cases with precision, and manage high-pressure situations with sound judgment. It provided a structured pathway for improving both technical response and emotional intelligence.
Training Objectives
The training aimed to:
- Strengthen the ability of operators to respond to vulnerable citizens with composure, clarity, and empathy.
- Build a deep understanding of cybercrime patterns, fraud indicators, and emerging threat behaviours.
- Enhance the quality of communication, crisis handling, and emotional intelligence.
- Improve documentation discipline, escalation accuracy, and inter-agency coordination.
- Provide intensive simulation practice for UPI fraud, remote access attacks, investment fraud, loan application extortion, sextortion, impersonation incidents, and emotionally distressed callers.
- Reinforce the personal well-being and resilience of frontline staff to maintain long-term performance in demanding environments.
Participants & Key Highlights
The workshop included operators assigned to the 1930 Toll-Free National Cybercrime Helpline and members of the Rajasthan Police Cyber Response Unit.

- A collaborative model reflecting the shared vision of CyberPeace and Rajasthan Police for strengthening citizen assistance and digital safety.
Day One Agenda
The sessions included:
- Participant registration and seating.
- Opening remarks and keynote delivered by senior leadership from Rajasthan Police and CyberPeace.
- Special addresses by guests of honour.
- Training Session 1.
- Lunch break.
- Training Session 2 on cybercrime patterns, fraud indicators, triage, and documentation discipline.
- Hands-on scenario-based exercises led by CyberPeace trainers.
- Question-and-answer interaction with participants.
- Closing acknowledgements through the vote of thanks.
Day Two Agenda
The sessions included:
- Recap of Day One and an opening brief outlining the plan for Day Two.
- Advanced communication and emotional intelligence training.
- Crisis handling and high-pressure interaction management.
- Simulation and case scenarios covering UPI fraud, remote access scams, digital extortion, and loan application extortion.
- Operator well-being and resilience-building session focused on mental balance and stress reduction.
- Question-and-answer session addressing common field challenges and best practices.
- Closing ceremony conducted by Rajasthan Police and CyberPeace, followed by certificate distribution.
